Background

The ailing infrastructure system of the country in 1990’s due to increasing population and expanding economy confronted the government with the challenge on how to adequately maintain the existing road networks efficiently without compromising the recurrent commitments. 

The combined efforts and discussions of the Department of Public Works and Highways, USAID and with the aiding support of the World Bank, produced Better Roads Philippines Study in 1998. Consequently, the critical targets set forth in the study anchored on (a) steadier funding support for road maintenance (b) how to attain a well-maintained and efficient road assets have been met in the ratification of Republic Act 8794 or the Motor Vehicle User’s Charge Act of 2000.

Republic Act 8794 otherwise known as An Act Imposing a Motor Vehicle User’s Charge On Owners of All Types of Motor Vehicles and for other Purposes, provides for and ensures the adequate maintenance of national and provincial roads through sufficient funding for the purpose and in this light mandates the Road Board, to implement the prudent and efficient management and utilization of the special funds earmarked solely for the purpose of road maintenance and improvement of road drainage, installation of adequate traffic light and road safety devices and air pollution control. 

 

The Organization

The ROAD BOARD is the governments’ steward for the objective utilization of the Motor Vehicle User’s Charge (MVUC). Since 2001, the agency is at the forefront in acting as the supplemental source of funding for road maintenance all throughout our national and local roads.

As established by the law, the Board shall consists of no less than seven (7) members with the Secretary of the Department of Public Works and Highways (DPWH) as the ex-officio chairman and the secretaries Department of Finance (DOF); Department of Budget and Management (DBM); Department of Transportation and Communications (DOTC) as ex-officio members. The three (3) remaining appointed members shall come from the Motorist and Transport Sector. 

The Road Board is assisted by the Road Board Secretariat (RBS) which is headed by an Executive Director which act as the Secretary of the Board. The Secretariat shall be responsible for the implementation of the Board decisions and the day-to-day operation of the management of the Special Funds.  

While the establishment of Road Board is a climb on sustainable financing of road maintenance, serious modifications have been undertaken in the system & procedures by the Board, however, several reforms has yet to be instituted in terms of equitable fund allocation criteria, project implementation and management to fully maximize the funds and attain a sound infrastructure investment.
